No, it does not, unless if you using marijuana as the filler. There could be some CBD hemp wraps that contain the oils in the wrap its self. But nothing that will get you high.

I do not know what you mean by “high” hemp wraps. In general, hemp wraps will not get you high as they are just hemp, which contains minimal THC. This would entirely depend on what you are wrapping with the hemp wraps.
