Hemp clothing CAN potentially be itchy on the skin. But it depends on what percentage of hemp is used to make the fabric. 100% hemp clothing is itchier than 50% hemp 50% cotton blends of clothing. The reason why is because in 100% hemp clothing, it is much more difficult to soften the hemp fibers, leaving skin exposed to being rubbed directly by said fibers. This can result in an itchy or uncomfortable feeling. If 100% hemp clothing is too itchy for you, try a hemp-cotton blend.

I have a cool LOOKING hemp sweatshirt Baha. Looks awesome. The most itchy thing I have ever worn in my life. I honestly dont wear it unless I have a long sleeve tshit on under it so that none of it touches my skin.

It depends on the brand, if its raw hemp / 100% hemp fabric then yes it could be a bit itchy on your skin or uncomfortable. Good clothes made from hemp now have a blend of cotton to give that comfortable feeling when wearing. Maybe try wearing a undershirt before you put on any hemp clothing.
