Yes, it is as of December 2018.
However, there are still state laws, and MS only allows CBD oil if you have a certain type of epilepsy.
I think there are only three other states that haven’t fully legalized it yet and MS is one of them.

I knew about Kentucky, but I am surprised to Mississippi on the list too! I wonder why their state laws are so behind so many others? I have read that all the states that were late to the party were working on regulation before release; perhaps this is another example of this in action?!

Mississippi’s CBD federal law was investigated through their governer by the year 2014 called the house bill 1231, that empowers people with certain occasions to use CBD from cannabis, remarkably noted that it should only be permitted its use if it held at least 15% CBD but less than 0.5% THC, they can easily buy hemp oil as long as they serve some conventional guidelines.

The 2018 Farm Bill legalized the cultivation of the hemp plant. But Mississippi state laws chose not to adopt it. Mississippi passed HB 1231, also known as the “Harper Grace’s Law,” which only allow patients who suffer from debilitating epileptic conditions to use and possess CBD oil that contains 15% CBD and no more than 0.5% THC.

In a sense, yes. It is only available to epileptic patients, as Moogdummy stated. It also is only obtained from a research institute in MS that requires it to be at least 15% CBD and less than .5% THC.
