As of 2020, farmers can now legally grow hemp in Louisiana; this is one of the last states to legalize it in this way formally; they took their time to formulate a proper plan to regulate matters pertaining to hemp cultivation and also the sale of hemp/CBD products.
Louisiana has canned the sale of all smokeable products contain hemp, and applications for those wishing to sell CBD products in the state were not released until the middle of June this year.

Although on 23 December 2019, the USDA approved the Louisiana Industrial hemp plan and national laws await final adoption, it is expected that the LDAF will be able to begin to issue licenses to support the season for 2020. This is, however, only expectation based on current conditions. Situations beyond the control of LDAF may occur, which may postpone the expected date.

No. Not just anyone can grow hemp legally in Louisiana, yet at least. Louisiana has a state plan and state regulations to make it so that only approved and licensed growers are allowed to grow hemp in the state. Louisiana is not different than most other states.
