Delaware launched the Delaware Hemp Research Pilot Program to explore alternatives to the traditional row crops grown in the state. This requires the farmers to grow hemp while gaining knowledge about cultivation, harvesting, marketing, and others from permitted institutions of higher education. Through the 2018 Farm Bill, Delaware no longer has to conduct the said program, and growing and cultivating of the hemp plant has been legalized in the state.

Yes, it is! Delaware is one of the stricter states, as Moogdummy stated the fee is high, and you will need a background check. Other than that, it is legal to grow, once you obtain that license. Like any business endeavor, you will want to have a business plan in place and identify any hurdles you may need to overcome, like the license application process.

Yes! The Farm Bill of 2018 made hemp legal federally, a Delewarian will only need to be mindful of the guidelines set in place by the state department of agriculture.
Moogdummy
It made it legal for all 50 states.
Though, every state will have its own regulations surrounding its own hemp program.
Apparently, Delaware applications cost $300 and require a background check.
