Typically, there is a 2-parts lime binder and 1-part hemp that are combined to form hempcrete. Although a lime binder is a powder, it is often used with cement to do its job. Also, because it is a mined and processed substance, lime has a more significant environmental footprint than many would like.
Right now, there are lots of ongoing tests to try and find a substitute to use in place of lime, with one viable option being china clay powder, as this will remove the need to use cement altogether.

Yes the lime binder is a powder. You mix a little bit of water (not nearly as much as you need for concrete) and you let it sit to dry.
