Full-spectrum hemp seed oil is full of all the compounds manufactured by the plant: cannabinoids, terpenes, and flavonoids.
Hemp CBD oil is most likely a name for the oil that’s manufactured only from the seeds of the Cannabis Sativa plant.

Short answer, they *can* be two names for the same thing.
Full-spectrum means the oil contains all of the naturally-occurring cannabinoids that are present in the hemp plant, including trace amounts of THC (should be less than .3%) Full-spectrum products also undergo less processing than the isolates.
